What is Post Summary Correction (PSC)
Post Summary Correction (PSC) is a process used by importers in the United States to make corrections to entry summaries that have already been filed with U.S. Customs and Border Protection (CBP). Once an entry summary has been submitted, errors such as incorrect classification, valuation, or quantity of goods may be discovered. The PSC allows importers to amend these errors without having to go through the more complex process of filing a formal protest or paying penalties.
When Can a PSC Be Filed?
A PSC can be filed for any entry summary that has not yet been liquidated by CBP, which typically occurs within one year of the entry filing. Importers can use a PSC to correct various types of data, including but not limited to:
Classification of goods (Harmonized Tariff Schedule codes)
Value of goods
Country of origin
Quantity or weight discrepancies
Applicable duties, taxes, and fees
Eligibility for Filing a PSC
To file a PSC, certain conditions must be met:
Original Entry Filed in ACE: The original entry summary must have been filed in the Automated Commercial Environment (ACE).
Not Subject to Specific Restrictions: The entry must not be under review for a compliance assessment, subject to a Request for Information (CF 28), Notice of Action (CF 29), or already flagged for audit.
Timing: The PSC must be filed within the time frame allowed, which is before the entry has been liquidated.
